Elena Bonner on Elections in Chechnya

The decision to conduct elections in Chechnya violates both the Russian Constitution and the Law on Elections. But we are so used to violations of laws and to their arbitrary interpretation by the Constitutional Court, that Russian politicians, busy with their own election campaigns, do not want to take the time to think through the consequences. Issues of legality aside, the elections, whoever and by whatever dubious means may win them, will inevitably lead to more bloodshed and to another winter campaign of this shameful war between Russia and the Chechens.

This is why I appeal to the people of Chechnya, of all religions and nationalities, to declare December 17th the Day of Closed Doors throughout the entire territory of Chechnya. Do not take part in the elections. Do not leave your home. Let your children stay inside. Do not conduct business in the markets, cafes, shops. This peaceful action will demonstrate rejection of all types of pressure, whether exerted by direct military intervention or in the guise of elections held under threat of machine guns and tanks. Today, the people of war-ravaged Chechnya have no other means to prove to Russia and the world the sincerity of their yearning for peace.

I urge those politicians of Russia who are sincere in their opposition to the war in Chechnya to add their authority to my appeal.
